Consultancy: Tecnical Support to end plastic pollution.
1. Context
In 2021, Peru, together with Rwanda, and a group of like-minded countries, presented a draft resolution aimed at ending plastic pollution, initiating negotiations for a legally binding global instrument to address this serious problem. The draft resolution was supported by more than 60 countries from different regions of the world and allowed the adoption, during the last summary session of the United Nations Environment Assembly (UNEA 5.2), of the resolution entitled "End plastic pollution: Towards an international legally binding instrument”, which establishes the Intergovernmental Negotiating Committee (INC) with the mandate to achieve an international legally binding instrument to combat plastic pollution.
During INC 1, Peru assumed as President of the INC for 2023 and will remain an active member of the bureau throughout the remaining of the process. Peru is also a member of the High Ambition Coalition which is committed to develop an ambitious international legally binding instrument based on a comprehensive life-cycle and circular approach to plastics that ensures urgent action and effective interventions to combat plastic pollution.It is in this context that the Government of Peru, requested the support of WWF to hire a consultant who can support the process to combat plastic pollution.
2. Objective
Technical Support the Peruvian Ministry of Foreign Affairs team to develop a legally binding instrument
to end plastic pollution. The selected person will support the work of the Ministry of Foreign Affairs.
3. Consultant Qualifications
Notwithstanding the methodology to be used, the position would cover the following activities:
- Internal and external coordination related to the negotiation process of the global plastics agreement. Coordination would include: organising the agenda and guests for face-to-face and virtual meetings, as well as sending minutes and doing follow up of next steps.
- Providing research, information and analysis to support in drafting documents and preparing presentation materials relevant to the negotiation process.
- Provide research, information and analysis to support in developing positions on key issues relevant to the negotiations process.
- Collaborate in the development of the Peruvian position, including by contributing with evidence-based knowledge and coordination with the different governmental and non-government national stakeholders specialist in the topic. This will entail, amongst others the preparation of background documents, talking points, as well as other technical and strategic documents as required.

- Evaluation: March 09, 2023
- Results: March 10, 2023
