Plan de Acción para la conservación y manejo del recurso dorado

Manta, 2 de diciembre de 2019. El 29 de noviembre de 2019, en la ciudad de Manta, el Ministerio de Producción, Comercio Exterior, Inversiones y Pesca, con el apoyo de WWF-Ecuador, el Consorcio de Exportadores de Dorado y el PNUD, organizó el Taller para la Estructuración del Plan Nacional para la Conservación y el Manejo del Recurso Dorado (Coryphaena hippurus) en el Ecuador 2019-2024. A esta reunión de carácter nacional, asistieron funcionarios de diversas agencias gubernamentales incluida la Subsecretaría de Recursos Pesqueros, el Instituto Nacional de Pesca; representantes del sector pesquero artesanal; el Consorcio de Exportadores de Dorado; la Academia y las ONG dedicadas a la investigación y conservación marina en el país.

Este taller, fue el último de una serie de los tres programados en el marco del Proyecto Iniciativa Pesquerías Costeras, el mismo que para la pesquería del Dorado en Ecuador, ejecutan la Subsecretaria de Recursos Pesqueros (SRP), PNUD y WWF-Ecuador. El taller tenía como objetivo que los actores interesados conozcan los resultados de una reciente evaluación del Plan, hecha por un tercero, y revisen y afinen la estructura propuesta para el nuevo plan. El Subsecretario de Pesca inauguró el taller, resaltando la importancia de este proceso para el país que actualmente trabaja para certificar esta pesquería bajo el estándar del Marine Stewardship Council (MSC).

Así mismo, durante el primer segmento del taller, como parte del componente de educación y extensionismo pesquero del Plan, la SRP, WWF-Ecuador, el Consorcio de Exportadores y la EPESPO, donaron kits de conservación de tortugas marinas, consistentes de: desenganchadores, abre bocas y cortadores de línea, a representantes de buques nodrizas palangreros que participaron de la reunión. Se prevé que el equipo de extensionistas entregue en las próximas semanas, un total de 200 kits a fin de cubrir la totalidad de la flota de buques nodriza. Adicionalmente, técnicos de la SRP presentaron la información más actual sobre el estado del recurso Dorado en los campos de la biología, pesquería y manejo.

Desde el año 2009, el Ecuador ha estado inmerso en un proyecto de mejoramiento del manejo de la pesquería del Dorado, que ha permitido hacer progresos en programas de control, monitoreo, impacto al ecosistema marino y manejo. El plan de acción del proyecto de mejoramiento fue desarrollado luego de una pre-evaluación contra el estándar MSC, que permitió identificar inicialmente una serie de actividades claves para mejorar la sustentabilidad de la pesquería, con respecto a los tres principios fundamentales del MSC: la salud de la población de peces, el impacto al ecosistema, y el manejo efectivo.

La pesquería del Dorado es la más importante, desde la perspectiva socio económica, para los pescadores artesanales de nuestro país. Esta pesquería produce un promedio de 9 mil toneladas anuales, que generan alrededor de 40 millones de dólares por concepto de exportación, y decenas de miles de empleos directos e indirectos. El 95% del dorado ecuatoriano se exporta al mercado de los EEUU.

Como resultado de estos esfuerzos, un nuevo y moderno Plan de Acción para la conservación y manejo del Dorado ha sido desarrollado, y ya cuenta con la aprodación de la autoridad pesquera del Ecuador. El plan busca orientar las acciones de conservación y uso sustentable del recurso, de una manera eficiente y coordinada durante los próximos cinco años.

The mahi mahi National Workshop, a step forward to the national action plan for its conservation

Manta, December 2, 2019. On November 29, 2019, in the city of Manta, Ecuador, the Ministry of Production, Foreign Trade, Investments and Fisheries, with the support of WWF Ecuador, the Consortium of Exporters of mahi mahi and the UNDP organized the Workshop for the Structuring of the National Plan for the Conservation and Management of the mahi mahi (Coryphaena hippurus) in Ecuador 2019-2024. This national meeting was attended by officials from various government agencies including the Undersecretariat of Fisheries Resources, the National Fisheries Institute; representatives of the artisanal fishing sector; the mahi mahi Exporters Consortium; the Academy and NGOs dedicated to marine research and conservation in the country.

This workshop was the last of a series of three scheduled, within the framework of the Coastal Fisheries Initiatives Project, which for the mahi mahi fishery in Ecuador, is executed by the Undersecretary of Fisheries Resources (SRP), UNDP and WWF Ecuador. The objective of the workshop was for interested stakeholders to know the results of a recent evaluation of the Plan, made by a third party, and review and refine the proposed structure for the new plan. The Undersecretary of Fisheries inaugurated the workshop; he highlighted the importance of this process for the country that currently works to certify this fishery under the standard of the Marine Stewardship Council (MSC).

Likewise, during the first segment of the workshop, as part of the Plan's education component, the SRP, WWF Ecuador, the Consortium of Exporters and EPESPO donated sea turtle conservation kits, consisting of: de-hookers, mouth openers and line cutters, to representatives of longline mother vessels who participated in the meeting. The field team of technicians is expected to deliver a total of 200 kits in the coming weeks to cover the entire fleet of mother vessels. Additionally, SRP technicians presented the most current information on the status of the mahi mahi in the fields of its biology, its fishery and its management.

Since 2009, Ecuador has been immersed in a project to improve the management of the mahi mahi fishery (FIP), which has allowed progress in the fields of control, monitoring, impact on the marine ecosystem and management of the fishery. The action plan of the FIP was developed after a pre-evaluation against the MSC standard, which allowed initially to identify a series of key activities to improve the sustainability of the fishery, with respect to the three fundamental principles of the MSC: health of the fish population, the impact on the ecosystem, and effective management.

The mahi mahi, is the most important fishery from the socio-economic perspective, for artisanal fishermen in our country. This fishery produces an average of 9 thousand tons per year, which generates around 40 million dollars for export, and tens of thousands of direct and indirect jobs. 95% of Ecuadorian mahi mahi is exported to the US market.

As a result of these efforts, a new and modern Action Plan for the conservation and management of Dorado has been developed, and already has the approval of the fishing authority of Ecuador. The plan seeks to guide the actions of conservation and sustainable use of the resource, in an efficient and coordinated manner over the next five years.
